Arbyrd City Council overrides Mayor Kelley's veto on the Purchasing Policy, approving Ordinance 3-24 to require board approval for city purchases. The council also addressed insurance and maintenance issues.

The Arbyrd City Council recently held their December meeting.

The session began with discussion of old business.

Mayor Richard Kelley rejected the Purchasing Policy and sent it back to the council with a veto.

Ordinace 3-24 addressed purchases made for the city. All purchase requests were to be brought before the board of alderman before purchases are made.

Alderman Greg Hulett made a motion to override the veto and accept the 3-24 Purchasing Policy.

Alderman Derrick Higgins second the motion. The vote is listed as follows, Derrick Higgins, Yea, Greg Hulett, Yea, Pete Evans, Yea.

All were in favor and the motion carried without mayoral signature.

In other old business an update on the tractor was given

The insurance company issued a check for the repair expense on the tractor minus the deductible. The tractor was deemed a total loss and the insurance company asked the City to decide if it wanted to keep the tractor for the salvage value of $3,610, or if Copart needed to keep the tractor.

Hulett made a motion to allow the insurance company to keep the tractor, followed by a second from Higgins. Motion carried, with all in favor.

A discussion concerning purchase requests followed.

City Clerk Flora Smith presented a list of purchase requests to the board that included stamps, card stock, and paper products. Hulett made a motion to approve the list, and with a second from Higgins, the motion carried with all in favor.

Chuck Horton requested the purchase of gravel needed during a water leak repair. Higgins made a motion to approve the gravel purchase. Hulett brought a second and it too passed, all in favor.

Sabrina Kellums then presented the police report.

There were six traffic stops with one citation for speeding, and calls for an attempted burglary and trespassing, domestic, and one disturbance.

The Code Enforcement report was given by David McCoy.

McCoy asked if the nuisance order would cover parking violations for someone unlawfully parked in a handicapped space.

The ordinance does not cover this violation.

Chuck Horton presented the water/sewer report. He reported that there are two water leaks, one on Broadway St. and one on Highway 108.

Higgins then followed with the fire report.

Higgins stated there have been several medical calls and one fire just outside the city limits since the last meeting.

A fire charge has been turned over to the insurance company.

The next meeting of the Arbyrd City Council is on Tuesday, January 14, 2025.
